EC boosts funding for research in green and digital transitions

The European Commission has approved a modification to the 2023-24 Work Programme of Horizon Europe, the EU's research and innovation initiative, directing previously unallocated funds to elevate the 2024 budget by almost €1.4 billion, reaching a total of €7.3 billion. 

This amendment prioritizes investments, including approximately €650 million in EU Missions aimed at addressing critical European challenges. These missions encompass diverse objectives, such as achieving climate neutrality in over 100 cities and fostering innovative approaches to research and innovation accessible to a wider audience.

Key Highlights of the Updated Horizon Europe Work Programme:

EU Missions:

An investment of €648 million in 2024 will bolster research and innovation endeavors supporting EU Missions across five key areas. These missions set ambitious objectives to be achieved by 2030, including the restoration of 25,000 km of free-flowing rivers and the implementation of Climate City Contracts with over 100 cities.

New European Bauhaus (NEB):

The NEB initiative, aiming to integrate the principles of the European Green Deal into everyday life and urban spaces, continues to evolve. Innovations like the TOVA project in Spain, which utilizes 3D printing for sustainable housing solutions, exemplify the NEB's impact. The introduction of the NEB Facility will further support such endeavors through long-term budgetary provisions.

Experimental Actions for New Entrants:

To enhance program accessibility and support the objectives of EU Missions, experimental actions are introduced to empower young researchers and foster innovative approaches. These initiatives include open-topic research opportunities and targeted funding for talent ecosystems.

Cultural Heritage:

€48 million is allocated to establish a European Collaborative Cloud for Cultural Heritage, facilitating digital collaboration among cultural institutions and researchers. This initiative aligns with the broader digital transition goals.

Pandemic Preparedness:

Recognizing the vulnerabilities exposed by the COVID-19 pandemic, €50 million is earmarked for a European Partnership focused on pandemic preparedness, enhancing Europe's capacity to detect, prevent, and manage future outbreaks.

Preparation for 2025:

The amendment ensures continuity in key areas, such as the Marie Skłodowska-Curie Actions, ‘Teaming for Excellence,' and ‘ERA Fellowships,' while paving the way for a dedicated work program in 2025 to comprehensively address evolving research and innovation needs.

Through these strategic investments and initiatives, the Commission aims to accelerate progress towards green and digital transitions, fostering innovation and resilience across the EU.
