Romania increases investments in water management

The Romanian Government approved, on Wednesday, 15th February, the budget of revenues and expenses for the year 2023 of the National Administration "Romanian Waters" (ANAR), at the proposal of the Ministry of Environment, Water and Forests. This year, ANAR's revenue budget is RON 1.9 billion (€380 million), higher than the previous year's execution by more than RON 382 million (€76.4 million), respectively 23.94%, a fact due to the increase in the amounts allocated from the state budget.

At the same time, the spending budget sums up commitment credits worth RON 4.5 billion (€900 million), being 51.74% higher than the 2022 execution, respectively budget credits worth RON 2.1 billion, (€420 million) a value higher by 32,63% compared to the execution of 2022.

"The increase in ANAR's revenue budget this year by more than 23% compared to last year is extremely important, both for carrying out the investments in water management provided for in the National Recovery and Resilience Plan, as well as for carrying out flood protection works. These works are essential for ensuring the modernization and maintenance of the national water management system, but also for the proper implementation of the Water Framework Directive and the Floods Directive. At the same time, adapting to climate change and reducing the risk of flooding are our permanent priorities", said the Minister of Environment, Water and Forests, Barna Tánczos.

Regarding the projects financed by The National Recovery and Resilience Plan (PNRR), ANAR proposed a budget for 2023 of over RON 338 million (€67.6 million). Among the investments provided for in this budget, there is the reconfiguration of the current economic mechanism of ANAR in order to ensure the modernization and maintenance of the water management system, as well as the appropriate implementation of the Water Framework Directive and the Flood Directive.

Also, design services will be purchased for adapting to climate change by automating and digitizing water evacuation and storage equipment at existing reservoirs to ensure ecological flow and increase the security of water supply to the population and reduce the risk of flooding.

At the same time, the basin administrations will be adequately equipped to monitor the infrastructure, prevent and manage emergency situations, and the obstacles in the watercourses will be removed in order to facilitate the restoration of the connectivity of water-dependent habitats and species.

The approved ANAR budget also provides for the implementation of 3,000 km of cycling routes located on flood defense dikes.

From the program allocated for the year 2023 of ANAR, the financed investment objectives target both flood protection works and environmental protection works.

Among the flood protection works that will be carried out this year are: the development of the Gilort river in the area of ​​Novaci. Dolj county (A.B.A. Jiu), the rehabilitation of the adduction pipeline, the Câmpul lui Neag-Baraj Valea de Pești water intake, Hunedoara county (A.B.A. Jiu), the development of the Trotuș river and its tributaries on the Ghimeș - Urechești section. Bacău county (A.B.A. Siret), securing and rehabilitating facilities at the Stânca Costești hydrotechnical node (A.B.A. Prut – Bârlad), securing the Pârcovaci reservoir on the Bahlui river, Iași county (A.B.A. Prut – Bârlad).

As for the environmental protection works estimated to be completed this year, they include the installation of equipment for the removal of floaters on the waterways of B.H. Crișuri (A.B.A. Crișuri), as well as the realization of some sections of intervention for floaters on the watercourses administered by A.B.A. Someș – Tisa (A.B.A. Someș – Tisa).

35 tons of oil products leaked from a ship under the Bulgarian flag on the main course of the Danube, near Cělarevo (Serbia), at km 1287. This information was received by the Ministry of the Environment, Waters and Forests, and the National Administration "Romanian Waters" - Department of Emergency Situations, through the secretary for border waters within the Romania-Serbia bilateral agreement, in the afternoon of June 20.
