Romania's Ministry of Energy has launched a call for expressions of interest to conduct a comprehensive study aimed at identifying areas in the Black Sea suitable for offshore wind development.
The proposed study will assess wind potential, geotechnical conditions, environmental impact, and grid connection possibilities in order to facilitate the deployment of at least 3 GW of offshore wind capacity by 2035. According to a statement released on Tuesday, the ministry also intends for the study to examine logistical, security, and transport considerations, helping to establish a strategic roadmap for prioritising viable offshore zones. Interested parties have until June 10 to submit proposals.
Energy Minister Sebastian Burduja described the Black Sea as an underutilised strategic asset: "It has the potential to become a key contributor to Romania's and the region's energy security."
He also highlighted the complementary role of offshore wind and gas: "Together, electricity from offshore wind and gas production from Neptun Deep—where the theoretical wind potential is estimated at 76 GW by the World Bank—can significantly strengthen Romania's energy system, enhancing both national resilience and economic competitiveness.”
